**Status:** DRAFT — internal working text, NOT legal advice, NOT yet reviewed by counsel. Placeholders in brackets. Companion to [[Psi Jackpot Challenge]] and [[Psi Jackpot Pre-Registration v1]]. The pre-registration protocol is incorporated by reference; where the two conflict, the pre-registration controls the statistics and these rules control everything else.
[Consider a separate entity for the challenge; see project note.]
paranormal / extrasensory binary prediction against chance. It is administered in the United States; eligibility may be limited by state or country [GEO SCOPE — counsel to confirm before public launch].
CHANCES OF WINNING.**
paying subscribers and non-paying users**. No purchase, subscription, donation, or tip of any kind: (a) is required to enter, (b) increases jackpot-eligible trials in any amount, (c) improves scoring speed, or (d) provides any access advantage in the Challenge. Any tier claiming otherwise is void; report it to [abuse address].
sponsorships / patron donations / prize insurance] — never from entrants.
capacity, queueing, maintenance, verification, and anti-abuse controls, including published request or session limits, to protect fair access and service stability. These controls apply independently of payment and do not change jackpot eligibility, quota, judging, odds, or priority.
adjudication panel members; QRNG operations personnel with physical or administrative access to entropy sources.
scripts, teams sharing one identity, or paid guessers are disqualified.
quantum RNG. Each registered session = 100 fixed trials. Targets are committed to a public evidence ledger before guesses; per-trial bits are revealed only after the guess is receipted. Explained for the public at [rules URL]/how-it-works; full protocol at the published pre-registration.
verification record and count as specified in the protocol (see abandonment and quota rules there).
pre-registration. No judge, sponsor, or entrant affects scoring. The Sponsor's sole discretion is limited to fraud/abuse enforcement under §7 — never to outcome statistics.
account / attestation mechanism] plus any insurance top-up. Estimated current pool is published at [pool URL] and reconciled [monthly].
rolls forward to the next cycle's prize. **The pool is never used for operating costs.** The Sponsor's ordinary business revenues (subscriptions, sponsorships, merchandise) remain its own and fund operations; they are only ever *added to* the pool voluntarily, and once added they are pool money. If the pool is unclaimed at [termination/rollover date], it [rolls into the next cycle / is donated to a named science-education nonprofit — pre-declared, not converted to operator revenue].
days, winner identity verification (affidavit of eligibility/liability release; W-9 for US winners), public announcement. Prize paid less required withholding; winner is responsible for all taxes (1099-MISC at > $600).
the rules and postings will reflect those filings. [COUNSEL — determinate- threshold contest vs. sweepstakes element-of-chance question.]
fortunautica.com/verdict/[session id] reproducible from the public evidence ledger (QRNG commitments, guess receipts, Merkle seals).
descriptive/not-evidence per the pre-registration.
play, collusion/pooling of guesses across accounts, attempted timing or side-channel attacks on target generation, scraping that degrades service for entrants, or misrepresentation of identity.
fair-use limits or show automated abuse. A temporary capacity response is not a change to the scoring rules and does not favor paying or non-paying participants.
(one statistician, one pro-psi observer, one skeptic observer); their scope is integrity only — they cannot alter outcomes, thresholds, or odds.
are excluded from jackpot-eligible counts; such exclusions are publicly logged when they affect any entrant near a boundary.
hash-committed publication that states the effective-first-trial. The statistics of completed eligible trials are never re-scored under new rules. Sponsor may suspend/terminate for fraud, force majeure, or legal order; the pool then rolls or is donated per §5.
non-exclusive license to publish verification data (guess/target/outcome, hashes, timestamps) and, separately and optionally, the entrant's optional narrative reports [consent-gated].
name/city/likeness and the verified result; additional publicity is consent-gated.
[dispute-resolution clause — counsel; note AG-access carve-outs where required], class-action waiver [counsel to vet by state].
claiming psi is proven or disproven in advance. Null results do not "disprove" psi generally; they establish that no entrant beat this protocol's pre-registered threshold. The challenge is open precisely so that any claimed skill can, in principle, settle the question.
